Bolsonaro and the caravan of ministers crossed the Planalto Palace, where the president dispatches to Congress on foot. The goal, with the gesture, is to signal that the government has not retroacted from its liberal agenda after President Jair Bolsonaro intervened in command of Petrobras. The text was delivered to the mayors of the Chamber, Arthur Lira (Progressives-AL), and the Senate, Rodrigo Pacheco (DEM-MG).
“Our privatization agenda continues at full throttle. We do want to dry up the State, reduce its size, so that our economy can really provide the satisfaction, give the answer that society needs,” said the president during the MP delivery ceremony.
Last week, Bolsonaro caused significant drops in the shares of Petrobras and Eletrobras by suggesting and announcing interference in the two state-owned companies. In the case of Eletrobras, Bolsonaro said the government was going to “stick a finger on electricity, which is another problem too”, without clarifying what he would do.
Provisional measures have the force of law as soon as they are published in the “Federal Official Gazette”. However, they need to be approved by Congress to become law in its entirety. Lira said that she intends to rule the text in the plenary of the House as early as next week.
“The first step of what we can call a Brazil agenda. Privatizations, discussions, capitalizations, investments, the agenda that will go through the Congress with the reforms. We will fulfill our entire role with unity, above all, respect for other powers and harmony. It is what Brazil needs to unlock the agenda this year “, said the president of the Chamber.
Although Bolsonaro’s political gesture was celebrated by Pacheco and Lira and the demonstration that there is a willingness for a quick discussion of the topic, the Senate president stressed that parliamentarians will make a “critical assessment” of the measure.
“Like all Provisional Measures, due attention will be paid, due referral, with a critical assessment, of course, of the majority of Chamber, from the majority of the Senate, understanding the changes that should eventually be made, “said Pacheco, who had already told Estadão that the privatization of Eletrobras was not a priority.
During the quick pronouncement, both Bolsonaro and the presidents of the Chamber and the Senate avoided mentioning that Eletrobras is being privatized, which will happen when the company’s control is in the hands of private agents. They all emphasized the word “capitalization”, since the operation will take place with the issue of new shares of the company in the market. These papers will be purchased by private investors, diluting the government’s stake in the company.
