The president Jair Bolsonaro sanctioned this Thursday the call Gas Law, which changes the sector’s regulatory framework.
According to the General Secretariat of the Presidency, the measure defines “the legal conditions necessary for the formation of an open, dynamic and competitive natural gas market” and can serve as a reference “for the formulation of other public policies, with a focus on promoting competition “, says the text.
Among the innovations, the new law includes the exchange of the granting regime for the authorization to explore pipeline transportation services and underground storage, which reduces the bureaucracy for expanding the natural gas transportation network.
Another novelty is the guarantee of non-discriminatory access to infrastructures such as production outflow pipelines, treatment or processing facilities and liquefied natural gas terminals (GNL). The text foresees the unbundling of transport in relation to other competitive activities and the provision of mechanisms to reduce the concentration of supply.
According to the General Secretariat, the law covers all links in the chain except exploration and production, covered by the Petroleum Law, and local piped gas services, which are the responsibility of the states.
