In exchange for the benefit, Congress commits to vote on Constitutional Amendments Proposals (PECs) that include ‘calamity clauses’ and cost-cutting measures
The new round of emergency aid paid by the federal government should extend between March and June, with installments of up to R $ 250. economic team, the benefit should cost R $ 30 billion from public coffers. In exchange for resuming payments, the Congress committed to vote on the Constitutional Amendment Proposals (PECs) that include “calamity clauses” and measures to cut spending. The agreement was reached this Friday, 12, during lunch between the Minister of Economy, Paulo Guedes, the presidents of the Chamber and Senate, Arthur Lira (PP-AL) and Rodrigo Pacheco (DEM-MG), respectively, and the minister from the Government Secretariat, Luiz Eduardo Ramos. The approval of austerity measures was the main constraint imposed by the economic team to release emergency aid. “We have come a long way. Commitment to health, mass vaccination and emergency assistance and commitment to fiscal responsibility. Extraordinarily constructive. We are all in the same struggle: aid, massive vaccines, and reforms, especially the fiscal framework, ”said the minister at the end of the meeting.
The public calamity clause removes the responsibility of the federal government to comply with the spending ceiling, which limits Union costs to the previous year’s budget, corrected only by the variation in inflation. “It is essential that there is a public calamity clause so that we can make the necessary flexibility for the aid”, said Pacheco. According to the Senate President, the focus of Congress for this year will be on immunization and the benefit of the most vulnerable. “The absolute priority is vaccine and emergency aid, and they will no longer be a priority until the pandemic is over. The expectation is that we have [parcelas do auxílio emergencial] in March, April, May and eventually June, ”he said. The president of the Senate also said that the teams will work during Carnival so that, on Thursday, the 18th, the proposal is submitted to the college of leaders. The expectation is that the emergency aid can be repaid in March.
Guedes said on Thursday, 11, that the federal government has the money to finance a new round of emergency aid, but demanded in return the approval of a new War PEC by the Congress. The text must have a public calamity clause that guarantees the cut of expenses in case of a new pandemic of the new coronavirus. “There will be no shortage of money for emergency aid, we have that money. But we need a War PEC that authorizes us first, and second, it needs to be embedded in a commitment to fiscal responsibility, ”he said. In conversation with the former Treasury secretary, Mansueto Almeida, Guedes said that the new value could reach R $ 250. “While the protective layers [de pagamento do benefício], which were 600 reais, dropped to 300 reais, now they can go down to 250 or something like that, and then land again at Bolsa Família and other programs we are doing, such as the Green and Yellow Portfolio, ”he said.
