The Minister of Labor, Solidarity and Social Security said, this Wednesday, that the objective is that the changes to the exceptional support to the family come into force “as soon as possible”.
At the end of a meeting of the Permanent Commission for Social Dialogue, Ana Mendes Godinho stated that the Government wants the changes to exceptional support to the family, which will be approved by the Council of Ministers this Thursday, to come into force “as soon as as soon as possible“, Assured the minister, quoted by Público newspaper.
This Wednesday, it was announced that parents with young children will be able to access the support created because of the closure of schools, even though their functions are compatible with teleworking.
To do this, they will have to fulfill one of three requirements: having a child who attends the first cycle of basic education, including day care and pre-school; having a dependent with a disability and disability equal to or greater than 60%, regardless of age; or if the family is a single parent.
In addition, the value of support will increase to 100% the basic remuneration (in the current rules corresponds to 66% of the basic salary) when single-parent families are involved or in situations where father and mother declare that childcare will be shared by both.
“We typified with social partners the situations in which it is difficult to reconcile teleworking with assistance to children,” said Ana Mendes Godinho, quoted by the same newspaper.
The official also announced that the new Extraordinary Support for Workers’ Income (AERT) will be processed according to the date of entry of the application, whose term runs until Friday.
The minister stated that Social Security already received “50 thousand orders” for AERT and indicated that the support “will be processed according to the date of entry”, however, not advancing the specific date of when they will start to be paid.
Although only now available, the AERT came into force on January 1 with the State Budget for 2021 and covers workers in a situation of economic unprotection caused by the pandemic, namely employees, interns, self-employed, informal, workers of domestic service and members of statutory bodies.
For most situations, support is subject to resource condition (set of household conditions, such as income and value of movable assets).
The amount of support varies between 50 euros and 501.16 euros for most workers, but in the case of managers of micro and small companies, sole proprietors, the maximum limit is 1995 euros.
Support has different rules for each concrete situation of social deprotection and a maximum duration of six months to one year (until December 31, 2021), having to be ordered monthly.
For example, an unemployed person without access to unemployment benefit is entitled to AERT for 12 months, provided he fulfills the condition of support resources and has at least three months of contributions in the last year.
If he does not have contributions, the worker can also ask for support, but he only receives it for six months and is obliged to open a job as a self-employed person, maintaining the link to Social Security for 30 months.
A self-employed person receiving a cessation allowance ending in 2021 is entitled to support for 12 months and, if his activity is subject to the duty of closure, he has no means of recourse in the first six months.
