Proposal by Senator Márcio Bittar, rapporteur of PEC Emergencial, aims to allow the payment of emergency aid without new sources of revenue
The senator Marcio Bittar, who is rapporteur for the Emergency PEC, proposed the end of minimum spending on health e education, as previously indicated by the Minister of Economy, Paulo Guedes. The idea is to exempt the government in 2021 from observing the legal limitations on increased spending to allow payment of the emergency aid without looking for alternative sources of revenue. The opposition, however, which defends the aid, is already preparing to try to overthrow Bittar’s proposal. Through social networks, Senator Flávio Arns warned that the measure will compromise the education budget in the country, including the transfers from Fundeb. The President of the Federal Senate, Rodrigo Pacheco, admitted a certain sympathy with the idea of a unified floor. “I am sympathetic to the idea of having a budget that can allow public managers, within unified education and health minimums, to allocate to education or health depending on the need of the federated entity in the specific case. Untying, based on these criteria, preserving investments in education and health can be an interesting middle ground for Brazil. ”
Pacheco explains that there is no commitment signed, but believes that the approval of the proposal in the Senate may open a chance for the return of the emergency benefit as early as March. According to him, the aid must be resumed soon and there is no way to wait for the Chamber to also approve the matter. The government expects to spend R $ 30 billion on the new payments, benefiting 44 million people with four installments of a maximum of R $ 300. “What we are going to intend is that, once approved in the Federal Senate, approval of emergency aid from the government, considering that it is a clear tendency of the Chamber of Deputies, in view of the importance for the country and for the viability of emergency aid as well, to approve it [proposta] at a time that is appropriate, ”he said.
