Chennai: The Congress government collapsed in the Union Territory of Puducherry. Failed to prove strength in the assembly. The no-confidence motion introduced by CM Narayanasamy did not get a majority of votes. Narayanasamy agreed on the welfare schemes undertaken by his government after the resolution was defeated. He accused the BJP of trying desperately to overthrow the Congress government. Afterwards, there was confusion in the House about the voting rights of BJP MLAs nominated by the central government. Congress and DMK leaders walked out of the assembly amid the clashes. From there Narayanasamy went straight to Rajnivas and handed over the resignations of the CM and the cabinet along with Lieutenant Governor Dr Tamilsai Soundarajan. Assembly Speaker Sivakorundu claimed that the Congress government had lost its majority by failing to pass the coup.

They are all opportunists: Narayanasamy

After the floor test, Narayanasamy said, “We have formed a government with the support of DMK and other independent MLAs. We have contested and won three elections. People put their trust in us. Puducherry is a government elected by the people. Opposition parties have stated they will not run in the by-elections. That is why the coups were committed. It has now taken steps to overthrow the government itself. Some ruling coalition MLAs resigned out of opportunism. They have lost the moral value of meeting people directly. ‘ ‘Their government has brought in many welfare schemes for the people of Puducherry. Former Lieutenant Governor Kiran Bedi has not neglected the welfare of the people despite repeated interruptions by the central government. The central government has forgotten the welfare of Puducherry without sending enough funds. The BJP has come under fire for leaving the assembly complex. ‘The BJP is behaving harmoniously. The party committed political prostitution in Puducherry. Speaking after submitting their resignations, he said the people of Puducherry will surely teach a lesson to the opposition camp in the coming elections.

Strengths of power and opposition

The resignation of MLAs in the ruling coalition began in January. Six MLAs have resigned from the ruling coalition parties. After the resignation of six MLAs, the strength of the Congress-DMK alliance fell to 12 (including the Speaker). Meanwhile, the strength of the opposition alliance is 14. The total number of seats in the Puducherry Assembly is 33. Of these, three seats are nominated. With the resignation of Congress and DMK MLAs, the strength of the assembly dropped to 26.

Controversy over ‘nominated MLAs’

The ruling party has argued in the assembly that the nominated MLAs will not have the right to vote in the by-election. If the nominated MLAs did not have the right, the strength of the Opposition would have reached 11. It is learned that the central government has nominated three BJP MLAs. If so, Congress supporters argue that the government will retain confidence by allowing the speaker to vote with discretion when there is equal strength on both sides. But, there have been many analyzes that misrepresent Congress. The government had approached the Madras High Court in 2018 for not consulting the Puducherry government when the Center nominated three BJP MLAs. The Madras High Court did not find any violation of the law. The matter went to the Supreme Court. The Supreme Court has made it clear that the Union Territories Act, 1963 does not require the UT government to be consulted for the nomination of MLAs. In addition it gave another key ruling. Under the same Act, it was ruled that there should be no difference between the nominated and elected MLAs and that the nominated MLAs should have equal rights with the elected MLAs in all respects including budget, confidence test and strength test. According to this ruling, the current arguments of Congress are invalid.

Exercise for formation of government: N Rangaswamy

Former CM and ANR-Congress leader N Rangaswamy responded to the resignation of CM Narayanasamy. He alleged that Narayanasamy had resigned as the CM due to his failure to fulfill the promises given to the people. He said the exercise would start to form the government.
