In an interview to ECO, the parliamentary leader of the PCP, João Oliveira, once again underlined that the Government needs to accelerate the execution of the State Budget in force so that the OE2022 can be negotiated.

João Oliveira he is not afraid that the result of the municipal elections will influence the negotiations of the State Budget for 2022, but he believes that the date leaves little time for a “serious and considered” discussion.

The negotiations will take place between September 27 and October 11 and the parliamentary leader of the Communists considers that this calendar “it only creates difficulties to the discussion process of the OE proposal that the Government will present”.

“With the elections scheduled for September 26, it will be very difficult to have conditions before that for a serious and thoughtful discussion as required by the Budget. That leaves only a period between September 27th and October 11th to have a discussion that should have more time to do“, said João Oliveira, in an interview with ECO.

Regarding the execution of the measures included in the State Budget in force, the communist believes that the panorama has changed little since May. The urgency remains the same: the Government has to accelerate the execution of the OE so that the 2022 budget can be negotiated.

“When you start discussing State Budget 2022, you have to discuss it based on the national reality and the problems that there are to solve, in order to know what response can be given via the Budget”, he began by explaining.

If the 2021 Budget is implemented in its entirety in relation to what was inscribed there, this national reality is of a certain nature. If OE 2021 remains to run or runs in half or is limited in the set of issues that were registered, naturally the problems are much larger”, he added.

At the end of June, the PS made a proposal from the PCP to combat the job insecurity which, in practice, makes it possible to implement an employment contract that represents 70% of a worker’s income and obliges him to comply with normal working hours.

The proposal foresees, among other measures, a reduction in the use of fixed-term and uncertain-term contracts, and the revocation of special contracts of very short duration, the revocation of the increase in the trial period to 180 days in the case of workers looking for their first job and long-term unemployed.

Asked whether this approval was a “gesture of good will” by the socialists, almost as if they were preparing the ground for the OE negotiations, João Oliveira said no.

“We didn’t mix things up with each other. The PCP never shuffled the discussions that have to be done on different planes”, he stressed.

“When dealing with labor law, we are dealing with changes in labor law that have to be made to respond to a certain type of problem. When we deal with the OE, we are dealing with solutions that have to be considered within the scope of the Budget to solve other types of problems”, explained the communist.

Local elections will take place on 26 September and the State Budget has to be delivered on 11 October.
