Manuel Salgado is suspected of the crimes of violation of urban planning and malfeasance in the case of the approval of the CUF Tejo Hospital, in Alcântara, when he was a councilor of the Lisbon Chamber with the Urbanism and Urban Rehabilitation responsibilities.
According to the prosecution of the Public Ministry (MP), advanced by the weekly Express this Friday, architect Manuel Salgado approved the CUF Tejo hospital project, knowing that it violated urban norms in force.
According to the same source, this has already happened in at least two other cases: the MEASURE – Museum of Art, Architecture and Technology and Champalimaud Foundation, built on the riverside.
In both cases, the MP considers that there was a exceptional municipal interest that overlapped the urban norm.
Manuel Salgado is also suspected of malfeasance due to the fact that he did not fulfill his obligation as a civil servant.
In the same case, the architect is also accused Frederico Valsassina, author of the project, and two administrators of the Mello Saúde group, owner of the hospital.
According to the Express, Manuel Salgado will claim that it was a decision of the city council executive, and not individual, this being the first time that he has been accused in 12 years as a councilor.
Manuel Salgado, who was chairman of the Board of Directors of the Society for Urban Rehabilitation of Western Lisbon (SRU), asked for his resignation this Thursday after he was accused in the investigation of the impact on the landscape of the CUF Tejo Hospital, while he was councilor in the portfolio. of Urbanism.
The dismissal of the SRU has already been accepted by the Mayor of Lisbon. “I did it on understanding of personal reasons invoked but with reluctance and sadness to know that this also does not stem from any legal or ethical obligation – much less from the recognition of any inaccuracy -, but from the profound degradation that the debate in the public space has reached ”, said Fernando Medina.
The municipality “has always collaborated actively, as is its obligation, in the demanding monitoring that the MP has done with this specific project”, he guaranteed. “This monitoring, it should be noted, did not result in any decision or indication of non-continuation of the work under the approved terms, nor any indication of the need to correct any of these terms”.
The architect has chaired the SRU since he left the council. When he resigned from the council in 2019, Manuel Salgado told the Express that the volume of the CUF Tejo Hospital was excessive and that to date would not have approved the project.
