According to the Federal Constitution, States must allocate 12% of revenue to health and 25% to education. Municipalities, in turn, have to spend 15% and 25%, respectively. This idea had already been defended by Senator Márcio Bittar in early January. At the time, the emedebista stated that, if it were up to him, there would be no floor for both sectors.
