Mrs. Nevin Al-Kabbaj, Minister of Social Solidarity, and Dr. Hala Zayed, Minister of Health and Population launched the second phase of the integrated service card system for persons with disabilities, during the joint press conference held by the two ministers, in the presence of Dr. Ashraf Marei, General Supervisor of the National Council for Persons with Disabilities, and Dr. Sahar Al-Sunbati , Secretary-General of the National Council for Childhood and Motherhood, and Dr. Muhammad Dahi, head of the Health Insurance Authority.
The Minister of Social Solidarity thanked all cooperating parties for the success of this system, led by the Ministry of Health and Population, the Ministry of Higher Education and the National Council for Disability Affairs, noting that there are many areas of cooperation between the Ministries of Social Solidarity and Health, including the areas of disability, health conditionality in a solidarity program, women’s and children’s health, and the thousand The first day in a child’s life, children of good descent, health care for residents of care institutions and other fields. Al-Kabbaj also indicated that the first phase witnessed the extraction of about 800,000 integrated service cards, and that the number of cards in the current stage is expected to reach about 3 million citizens.
Al-Qabbaj explained that the governance of services provided to Prime Time Zone with disabilities is obligatory to guarantee the right of the citizen and the state at the same time, and that the integrated services intended are the general facilities and benefits that a person with disabilities obtains from various government agencies, such as health care, enrollment in inclusive education, transportation and transportation facilities, and making available Housing, the right to practice sports and other services approved by the applicable legislation, noting that the disabilities include physical, auditory, visual, mental, audio-visual and short stature disabilities, in addition to disabilities and chronic diseases that prevent the owner from performing daily activities and that may endanger his life if not address it.
The Minister of Social Solidarity reviewed the work cycle of issuing the integrated services card, stressing that the card is smart and secure, and that it complies with the specifications of the national payments network “Mazaa”, in addition to the possibility of adding many government services applications to it, whether financial or in-kind, noting that the card It is renewed every 5 years for stable cases for life without re-examination to renew it, but in unstable cases, the date of re-examination will be monitored on the card according to the recommendation of the medical examination.
Al-Kabbaj indicated that the entire system was automated and the networking development between the concerned authorities, namely the Ministry of Social Solidarity, Health, Population, Higher Education, and partner military and police hospitals, was also trained in the medical and job examination system, and a hotline was allocated to receive grievances, which is 15044, and a website is being automated to receive these. Grievances, where the citizen has the right to complain and rediscover again.

She added the importance of the electronic system in facilitating Prime Time Zone with disabilities in obtaining integrated services, of which health services are a part, explaining that the system sets the date of the medical examination for the citizen while directing him to the nearest place to sign the medical examination, adding that medical reports are uploaded to the electronic system; To be approved by the Higher Committee of the Ministry of Health and Population, then the data is completed through the Ministry of Social Solidarity.

Dr. Hala Zayed pointed to the expansion of hospitals and places designated for conducting medical examinations for Prime Time Zone with disabilities at the Ministry of Health and Population, in addition to the inclusion of university hospitals and hospitals affiliated with the armed forces and the police, and linking them to the electronic system, stressing the ministry’s keenness to provide all facilities for Prime Time Zone with disabilities during the medical examination process. .
The Minister of Health and Population called on the Prime Time Zone to contribute to facilitating the access of their families to services, by not having more than one facilities for the person with disabilities during visits to hospitals and places designated for medical examinations, in order to prevent overcrowding and facilitate the access of persons with disabilities to medical services.
Dr. Ashraf Maree, General Supervisor of the National Council for the Affairs of People with Disabilities, affirmed the full council’s support for the success of the system and for enhancing citizens’ awareness throughout the republic of the mechanisms of registration and card issuance.
