During the symposium organized by the Customs Authority in cooperation with the Alexandria Navigation Chamber to present information related to the system of pre-registration of shipments «ACI», Nassef indicated that the average time for customs release by completing the procedures at logistics centers in Cairo, West and East Port Said, Ain Sokhna and Alexandria decreased from 6.3 days in January 2020 to 4.2 days in December 2020, and work is to reduce the release time to less than a day in a way that reduces the prices of goods and services.

The technology consultant at MTS considered that the system reduced 30 steps that the importer or extractor used to obtain the necessary approvals before shipping and receiving the goods into 3 automated steps, namely receiving the customs certificate file and a copy of the certificate file and reviewing it, and the second step is the procedure of customs inspection and inspection. The third step is to pay customs duties.

Mr. Kamal Negm, Head of the Customs Authority, indicated that the authority is organizing a series of customs awareness seminars via video conference for the maritime community, importers, extractors and others, in conjunction with the imminent experimental launch of the first phase of the system in the seaports early next April, and mandatory in the first of July 2021, pointing out that the Customs Authority It continues its procedures in training importers and customs brokers on all system procedures and responding to all inquiries and questions.

Negm stated that the “Window” project lays the foundations for a secure, integrated information platform and a modern and sustainable electronic system for governing procedures with the concept of “one window”, and aims to connect all land, sea and air ports with an electronic platform through the “single window” system in customs, which contributes to simplifying procedures and reducing release times. , Through the presence of a representative of all parties.

The head of the customs authority clarified that the initial customs registration number «ACID» provides the shipment data and the goods cannot be entered until after its issuance and sending it via e-mail to each of the importer or the owner of the goods or his agent of customs brokers and the foreign exporter, and its validity lasts for a period of 3 months, allowing for a period Sufficient to amend the data related to the goods to be imported with ease and without fines. Mohamed Moselhy, Chairman of the Alexandria Chamber of Shipping, said that the awareness seminars on the system of pre-registration of shipments “ACI” enable the maritime community to benefit from the advantages of that system, especially since there were great concerns about the application of this system by the maritime community, although this system will return with many advantages. It is very important for the shipping sector and reduces smuggling, calling on the customs authority to have members of the maritime community in the committee formed to manage the “ACI” system.

Medhat El-Kady, Head of the International Transport Services and Logistics Division at the Chamber of Commerce in Alexandria, praised the activation of the pre-registration system for shipments because it protects citizens from goods of unknown origin, and brings many advantages to the shipping community, especially with regard to reducing the customs release time.
