Parliament refers a number of decisions and draft laws to the relevant committees

The Speaker of the House of Representatives, Counselor Dr. Hanafi Jabali, referred a number of Presidential decisions regarding approval of international agreements and draft laws to the relevant committees of the House.

This came during the plenary session, today, Saturday, with the start of the second ordinary session of the second legislative term of the Council.

The decisions of the President of the Republic that were referred to the Constitutional and Legislative Affairs Committee included Resolution No. 311 of 2021 approving the agreement between the Egyptian government and the Federal Government of Germany on technical cooperation for the year 2019, signed in Cairo on 20/5/2021.

As well as Presidential Decision No. 312 of 2021 regarding the approval of the agreement between the government and the Federal Government of Germany regarding financial cooperation for the year 2019, signed in Cairo on 20/5/2021.

Presidential Decree No. 324 of 2021 regarding the approval of letters exchanged between the government and the government of Japan regarding the provision of the Japan International Cooperation Agency (JICA) to the Egyptian government, a policy development loan for the development of the electricity sector worth 25 billion Japanese yen for the purpose of implementing the reform program in the Arab Republic of Egypt, signed in Cairo On February 15, 2021.

And Presidential Decision No. 325 of 2021 regarding the approval of the simplified agreement between the government and the French Development Agency regarding the re-establishment of the French University in Egypt, signed in Cairo on 13/6/2021.

The decisions also included Presidential Decision No. 326 of 2021 regarding the approval of the agreement between the government and the Government of the Republic of Poland regarding mutual exemption from entry visas for holders of diplomatic passports, signed in Cairo on 06/07/2021.

And Presidential Decision No. 334 of 2021 regarding the approval of the headquarters agreement between Egypt and the Organization for the Development of Women in the Member States of the Organization of Islamic Cooperation, signed on 3/11/2021.

As well as Presidential Decree No. 363 of 2021 regarding the approval of the simplified agreement between the government and the French Development Agency regarding a second program to support the budget of the social protection sector, signed in Cairo on 13/6/2021.

And Presidential Decision No. 364 of 2021 regarding the approval of the agreement between the government and the government of the French Republic to contribute to the realization of priority projects in the Arab Republic of Egypt, signed in Cairo on 13/6/2021.

The Speaker also referred a number of draft laws submitted by the government, including a draft law submitted by the government to amend some provisions of the Code of Criminal Procedure, which was referred to the Constitutional and Legislative Affairs Committee.

He also referred a draft law submitted by the government to amend some provisions of Law No. 147 of 1984 imposing a fee for developing the state’s financial resources to the Plan and Budget Committee.

As well as a draft law submitted by the government to amend some provisions of Law No. 394 of 1954 in the matter of weapons and ammunition, it was referred to a joint committee of the Defense and National Security Committee and the Office of the Constitutional and Legislative Affairs Committee.

Two draft laws submitted by one-tenth of the parliament’s members were also referred, namely, a draft law submitted by Representative Hala Abu Al-Saad and (60) deputies (more than one-tenth of the number of members of the Council) regarding waiving for delay, additional tax, interest, and similar non-criminal financial penalties, It was referred to a joint committee of the Plan and Budget, and Economic Affairs Committees.

As well as a draft law submitted by Representative Imad Saad Hammouda and (60) deputies (more than a tenth of the number of members of the Council) amending some provisions of the New Urban Communities Authority Law promulgated by Law No. 59 of 1979, which was referred to a joint committee of housing, public utilities and construction committees, administration Local, constitutional and legislative affairs, plan and budget.

The relevant committees were also notified of a letter from the Chancellor, the President of the Senate, regarding the conclusion of the Senate’s opinion in approving the bill submitted by the government to issue the unified public finance law.
