Dr. Mostafa Madbouly, Prime Minister, said that the state aims, in its plan for the next fiscal year, to increase government investments to implement major national projects, which were entrusted to President Abdel Fattah El-Sisi, President of the Republic, especially the national project for the development of Egyptian villages, which is being implemented within the initiative of the President “A decent life”, while continuing to undertake many initiatives in many sectors, especially in the education and health sectors; To improve the services provided to its citizens.

The Prime Minister held a meeting today; To review the most prominent features of the investment plan for the new fiscal year 2021-2022, in the presence of Dr. Hala Al-Saeed, Minister of Planning and Economic Development, Dr. Ahmed Kamali, Deputy Minister of Planning for Planning Affairs, Dr. Jamil Helmy, Assistant Minister of Planning for Follow-up Affairs of the Sustainable Development Plan, and Dr. Mohamed Farid, Assistant Minister of Planning for National Projects, Ismail Youssef, Head of the Human Development Sector at the Ministry of Planning, and Dr. Heba Mugheeb, Head of the Regional Planning Sector at the Ministry of Planning.

The Minister of Planning and Economic Development reviewed the most important features of the investment plan for the fiscal year 2021-2022, and the targeted growth rates, confirming the increase in the volume of government investments, as well as the executive position of the investment plan for the current fiscal year 2020-2021, and the ratio of availability to accreditation for the various bodies of the administrative apparatus of the state included in Plan for this year.

The Minister gave a presentation on the development initiatives in the sustainable development plan for the next fiscal year, in which she addressed the main axes on which these initiatives are based, stressing that the main focus of the government in its development plan is working to improve the standard of living of the Egyptian citizen, through the implementation of programs to rehabilitate canals and build roads. And its maintenance, in addition to the implementation of the transverse axes on the Nile River, in addition to the human building axis, which includes the health and education sectors. The third axis includes the implementation of Egypt Vision 2030, which includes environmental sustainability, and the presidential initiative “A Decent Life”.

The Minister of Planning explained that, regarding the canals rehabilitation project, The state aims through it to rehabilitate 7,000 km of canals, with a total cost of 17.5 billion pounds.

It also reviewed the necessary funds to complete the implementation of the national road network during the investment plan for the next fiscal year, which will be implemented through the Ministry of Transport and the Central Agency for Construction of the Ministry of Housing.

She indicated that it is planned to complete the implementation of 13 projects with a total length of 1160 km, with total investments that may reach about 13 billion pounds, in addition to what has been presented regarding the transverse axes on the Nile, as it is planned to continue implementing the transverse axes during the investment plan to complete the implementation 22 axes until 2022-2023.

The investment plan for the next fiscal year includes directing the necessary funds to enter hospitals into service and accelerate the implementation rates of other health facilities, as it is planned to complete the implementation of 23 hospitals, the completion rate of which is currently about 77%, in addition to continuing the project to achieve self-sufficiency in plasma. To complete the implementation of 20 centers that were started during the last period, in addition to expanding the development of critical and urgent care departments in hospitals.

In addition to developing a group of model hospitals to be the nucleus of a comprehensive health insurance system, expanding the availability of mobile medical clinics, raising the efficiency of medical services in curative hospitals, while continuing to automate university hospitals, in addition to strengthening the capabilities of health facilities to counter the spread of the Corona virus.

It was also indicated, during the meeting, that work will continue to enhance the capabilities of educational institutions to implement digital transformation in the education system, automated tests in universities, and the expansion of establishing technological and private universities.

It was indicated that work will continue to achieve the goals of the presidential initiative “A Decent Life” during the new plan, which aims to reduce the average poverty rate by about 14 percentage points, as well as improving the quality of life index represented in the “rate of access to basic services” by about 20 percentage points, as well as On improving the health service coverage rate by about 18 percentage points, in addition to improving the coverage rate of educational services and sanitation services.

The impact of implementing the initiative on achieving sustainable development goals within the targeted villages during the first phase was noted, as 11.6 thousand houses were raised, roads were paved with lengths of 167.3 km, 14.1 thousand lighting poles were installed, 30 youth centers and five playgrounds were built and developed. And developing 13 veterinary units, and establishing and developing 9 social units.

The second phase of the initiative includes the development of 1,376 villages in 51 centers nationwide, with a beneficiary population reaching 18.6% of the total population, and the meeting also witnessed a review of the distribution of the financial appropriations required to complete the projects being implemented during the fiscal year 2021-2022.

The Minister of Planning indicated that the new investment plan for the next fiscal year includes a number of green initiatives and projects implemented by the relevant ministries, including the express electric train, the Monorail lines project, the administrative capital and the 6th of October City, and metro lines. The third, fourth and sixth, and the Ministry of Transport is responsible for their implementation.

The initiatives also include the solid waste system in some governorates, which is being implemented by the Ministry of Local Development, as well as the implementation of wind power stations, and the generation of electricity using photovoltaic systems, which the Ministry of Electricity and Renewable Energy is responsible for implementing, in addition to water desalination projects, a sewage network and lift stations. And treatment plants, which are being implemented by the Ministry of Housing, as well as the initiative to dispose of hazardous health waste, and others that are being implemented by the Ministry of Health and Population, in addition to initiatives to develop and rationalize irrigation systems, and cover canals and drains, and the Ministry of Water Resources and Irrigation is responsible for their implementation.
