The meeting was attended by Dr. Ali Al-Moselhi, Minister of Supply and Internal Trade, Dr. Mohamed Maait, Minister of Finance, Dr. Yasmine Fouad, Minister of Environment, Mr. Al-Qusayr, Minister of Agriculture and Land Reclamation, Engineer Kamel Al-Wazir, Minister of Transport, and Engineer Yahya Zaki, Chairman of the Economic Authority for the Development of the Canal Corridor Suez, while Dr. Mohamed Shaker, Minister of Electricity and Renewable Energy, participated in the meeting via “video conference”, Engineer Tariq Al-Mulla, Minister of Petroleum and Mineral Resources, and Dr. Hala Zayed, Minister of Health and Population.
Dr. Mustafa Madbouly indicated that the government is making many efforts aimed at simplifying customs release procedures for goods, but it still has a lot ahead of it, and therefore it is following this file up to date to make a qualitative leap in it.
Dr. Mustafa Madbouly added that there is a directive from President Abdel Fattah El-Sisi, President of the Republic, to transfer all Egyptian ports to international ports, with the aim of increasing trade movement and attracting international agencies, directing the need to work to facilitate procedures for the great importance of this file, saying: “We are determined to achieve An accomplishment in it ”.
During the meeting, the initial plan for operating the logistics centers for customs services and the application of the electronic system “window” was reviewed, and the timetable for 14 logistic centers across the country was presented, with completion rates reaching 100% in the logistical centers of Cairo Airport, Port Said Port, and Port Fouad. , Ain Sokhna, East Tafre’a, Heliopolis, Adabiya, Alexandria, Damietta, and the logistics centers are being prepared in Dekheila and Tayaran Street in Nasr City.
The executive position was indicated to activate the examination committees, which take place through the formation of a committee in each logistical center to inventory, study and research all obstacles that hinder the work of the center, provide solutions to problems, contribute to the optimal operation of the center, study the provision of an automated grievance system, as well as establish a call center at the Customs Authority. It was also mentioned that the procedures for forming a team from customs and supervisory supply authorities have been completed on Fridays to complete the certificates in all logistical centers, which contributes to reducing the period of release of goods, in addition to training 58 valuers, who have started actual work, and 248 trainees are being trained at the Customs Institute. The “single window” system is a unified point for the exchange of information and documents from all parties involved in trade and transport. It provides mechanisms to facilitate foreign trade procedures, standardize invoices and implement the digital payments system, standardize the necessary forms for releasing goods, and develop performance monitoring indicators and monitoring and early warning systems. , So that the whole of Egypt will be an integrated logistics region that operates through a national digital platform.
The launch of the unified national platform for cross-border trade in Egypt contributes to achieving governance, by following-up, tracking and monitoring all operations that take place throughout the series of procedures for releasing imported goods into Egyptian territory, starting with receiving data, inspecting and approving the goods through examination procedures through the authority’s bodies The General Authority for Export and Import Control, the General Authority for Food Safety, then handing over the release certificate, leading to the evaluation and payment of all taxes and fees, and the exit of the goods.
The executive position of the ACI consignment pre-registration system, which is implemented in 5 phases: the preparation and basic works phase, the implementation phase of the pilot project, the integration with banks, the integration with the risk management system, and the system rollout phase, where the implementation of the first phase of it began.
