For the vice president of the Chamber, Marcelo ramos (PL-AM), the ads are an important signal to the Brazilian population. “The Chamber returns to the axis that matters to the country: vaccine in the arm, food on the plate and the economy generating jobs,” he said in an interview to Young pan.
“President Arthur Lira is always hostage to the commitments he makes. He made a commitment to regulate Article 53 of the Constitution as a mechanism to maintain the imprisonment of Congressman Daniel Silveira. The federal government makes the payment of a new round of emergency assistance conditional on the approval of the PEC, reported by Senator Márcio Bittar (MDB-AC). Although, as Prime Time Zone showed, some points in the emedebista’s report face resistance from some senators. One of the proposed alternatives is the “slicing” of the matter – in practice, parliamentarians would initially vote only on points related to emergency aid, leaving fiscal adjustment measures for another time. In the opinion of Marcelo Ramos, this possibility is reckless.
“Slicing is reckless from a fiscal point of view. It would send a bad message, very bad, to anyone who intends to invest in Brazil. I am one of those who understands that matters should be voted on together. In this case, it should be voted at once, even though we only have to compensate for what they call the calamity button, that is, which activates triggers. When the expense reaches a certain level of the Budget, locks are triggered, such as the readjustment of the servers, for example ”, he evaluates.
For the vice president of the Chamber, the main resistances to the report of Senator Márcio Bittar have already been overcome – in addition to the untying of minimum spending on Health and Education, the end of the transfer of resources from the Fund for Support to Workers (FAT) to BNDES also is criticized. “The disassociation of spending on Health and Education is over, it has no maturity to vote. Nor do FAT resources. So I am against slicing the PEC. If we approve an extra-ceiling emergency aid, without pointing out fiscal barriers for the future, it will be very bad for the country’s future, ”he added.
In the Chamber, the opposition parties to the Bolsonaro government are against the special procedure of the PEC Emergencial and promise to obstruct the voting agenda. The acronyms defend that the installments of the emergency aid are of R $ 600, paid until the end of the pandemic in Brazil. “Imposing restriction [à tramitação célere da PEC] it is to deny the Brazilian people the right to receive aid from March. I respect the claim as a proposal to affirm the opposition, but it is unsupported.
