The President of Chamber of Deputies, Arthur Lira (PP-AL), chose the deputy Daniel Freitas (PSL-SC) as rapporteur for the Proposed Amendment to the Constitution (PEC) known as Emergency PEC, which makes room for the payment of a new round of emergency aid amid the worsening pandemic of the new coronavirus in Brazil. In his first term, Freitas is a supporter of President Jair Bolsonaro and is part of the so-called Bolsonarist wing of the PSL. The proposal was passed in the second round by the Senate on Thursday, 4, by 62 votes to 14.
The PEC Emergencial will be on the agenda of the Chamber on Tuesday for debate, with the votes of the two rounds scheduled for Wednesday, 10. As Prime Time Zone showed, the proposal will be analyzed in the plenary session, without going through House commissions. The decision aims to guarantee the payment of emergency aid in March – the opinion of Senator Márcio Bittar (MDB-AC), rapporteur in the Senate, the government may take out a loan of R $ 44 billion to defray the benefit. Credit, however, will not enter the accounts of the Ceiling of Expenses. In contrast, the proposal establishes triggers for fiscal control.
