Bolsonaro has until the 22nd to veto or sanction the proposal; Guedes warned the president about the possibility of incurring a crime of liability
The Mayor, Arthur Lira, indicated the government as responsible for the impasse surrounding the Budget 2021. Guedes even warned the president Jair Bolsonaro that if he sanctions the text as it stands, he may incur a crime of liability. Bolsonaro has until the 22nd to sanction or veto the proposal. For Arthur Lira, the situation is not difficult to resolve. He asks for the sanction of the Budget. “That the Budget be sanctioned because we are still without a budget and unable to meet certain programs, payroll. So I don’t worry about details, I think that every agreement must be honored in its fullness from side to side. If by chance there are any kind of improbities, it is corrected with PLM, contingency and vetoes. ”
Arthur Lira said that “he has no legal position that can be challenged in the sanction of the Budget” and that all details were discussed by Congress with the economic team. “This was done with Economics and Congress, which is talking about Budget with Congress. Whoever exceeded his agreement, will have to go back. Whoever complied, technically the Budget has no problem for the president or for the bodies that need it to make public policies in the year 2021. ” As long as the Union Budget is not sanctioned by the President of the Republic, the federal government can only spend, each month, twelve twelfth of the total amount foreseen for the year. The constitution provides for the piece to be voted on by parliament in December of the previous year, but disputes over the presidency of the Chamber delayed the process.
